Простите что на английском, но я думаю тут все его знают :)
(на английском потому что писал это сначала в английскую техподдержку - где ничего не ответили)

3 major problems:

A. After rebooting the router (e.g. if changed VOIP provider account) LAN connection between PC and router is broken.
It is restored only if unplug WAN cable for some time
(or if I setup PC with static IP/gateway/DNS)

B. After enabling WLAN in router setting and rebooting the router, I cannot access router configuration via http at all.

C. I cannot reset router to factory default settings (tried in order to resolve problem B - via pressing Reset button for more than 5 sec, with power either On or Off).

Details:

1. I had setup internet access (PPPoE dual access) in the router configuration successfully.
2. I started setting up VOIP account (accounts on sipnet.ru, nonoh.net).

In the course of setup, I've run onto the following problem:
if I save changed configuration (e.g. I change only user credentials of VOIP account) and
reboot the router - I cannot access router configuration again.
The issue has the following simptoms:

2.1. Browser does not open address http://192.168.8.254
2.2. ping 192.168.8.254 - all packets are lost
2.3. From time to time Windows brings a popup saying 'Network cable is unplugged'
(though cable state haven't change from what it was before router reboot)
2.4. If I disable "Local Area Connection" and enable it again:
in the Status window of "Local Area Connection" number of Sent packets subsequently increases,
while number of Received packets always stays zero.
2.5. Router light indicators switches between two states:

2.5.1. "Prov/Alarm" is constant Red, "Register" is constant Green
2.5.2. "Prov/Alarm" is Off, "Register" is blinking green

The router almost all the time is in the state 2.5.2,
and only for a short time (several seconds) switches to state 2.5.1.

Just by chance I discovered a workaround for the problem 2:

If I unplug WAN cable, then after some time the connection between my PC and router restores
(router answers pings, browser opens router configuration page).
Nevertheless, I had to unplug the WAN cable after each change in router configuration
(e.g. when I just switched between VOIP provider accounts).

After some time, by try I discovered one more solution:

If I setup TCP/IP for "Local Area Connection" with not dynamic but STATIC
IP address, gateway, DNS (I took them from ipconfig /all output of previous session),
then after router reboot the connection between my PC and router is not lost at all.
Fine - yet I do not like to live always with static config.
I used the following static TCP/IP config:
IP address: 192.168.8.1
subnet mask: 255.255.255.0
Default gateway: 192.168.8.254
DNS: dont remember now (and likely it does not matter for configuration access)

5. Then I turned On wireless LAN in router cnf and rebooted it.
Since that moment I cannot access router configuration anymore:

It has the same simptoms as problem 2 above with following additional info:

5.1. ping 192.168.8.254 is replied ok - if I configure my PC LAN with static settings above.
ping packets are lost if my PC LAN is configured with dynamic IP address.

5.2. When router gets into state 2.5.2 ('prov/alarm' is Off, 'register' blinks),
the WLAN indicator is at first Off, after sometime it turns On and stays such until
router get into state 2.5.1 ('prov/alarm' Red)

5.3. LAN1 indicator is On always, except for short time when router swicths between the 2 states.
5.4. WAN indicator is always rapidly blinking, except for short time when router swicths between the 2 states
(then indicatro is Off).

5.5. Sometimes I may for very short time open router via telnet (with admin/password used in last http session with router),
but have no time to do anything as telnet connection is failed.

5.6. Tried to Reset router via pressing Reset button (for more than 5 sec) - but it changes nothing.

Похоже это был какой то баг конкретно моего экземпляра.
Кончилось тем что в сервисном центре мне поменяли его на другой инстанс той же модели - в котором этих проблем нет
